Final Reorganization Complete ✅

All documentation, testing, and legacy files have been organized into notes/tools/docs/.

What Was Moved

Into docs/test/

• All Phase 1 documentation (PHASE1-*.md)
• Testing documentation (HOW-TO-TEST.md, CLAUDE-MD-UPDATED.md)
• Test helper scripts (test-*.sh, test-runner.mjs)

Into docs/

• test.sh (main test runner)

Into docs/legacy/

• fix_vitepress_links.sh (old shell-based link fixer)
• generate-move-commands.ts (old command generator)
• move-doc.ts (old manual move tool)
